What glazes over- pads or rotors?

The rear brakes on the KJ occasionally glaze over and grind until they clear back up. Usually happens after some brake intensive driving like downhill grades or being on/off the brakes in traffic. Is that a function of the pads or rotors?

The pads and rotors have about 30k on them, they're whatever was the highest line from Carquest. They appear to have life left in them. If it's the pads, would it be ok to replace just those? I think they need to be done anyway as on the driver's outside brake pad the spring tab that helps position the caliper better has rusted off.:blah:

If they have some good meat left, I would give them a quick surfacing with a belt sander.

IMO, change your braking habits. 'Snub & roll' and downshifting should help prevent glazing.
