2002 Liberty 2 wheel drive with a shallow clunk from rear always at 15mph deceleration. Any ideas?

Check for any play in driveshaft/ Ujoints. After driving are the Ujoints hot?
Another possibility could be movement in the trilink or rear upper ball joint part 3 or /bushings.

Drive line and uj-oints are tight, upper control arm has been replaced a few months ago. Shallow clunk persists as car is slowing down and always at 15mph with brakes off .

If you are talking about the tri-link being replaced a few months ago , depends on brand.
At one point years ago no MOPAR tri link was available, so bought one of the cheaper brands, only lasted 3 months and was worse than the one I took off , so although you may have replaced still could be it
