Appears I was misreading the FSM....well wrong section which covered the support plate on the back side of the setup.
FWIW this parking brake setup is stupid.
I have and 04 with 4 wheel disc brakes on which I am doing a brake job on. I finally got off the rear rotor after much kicking and pounding only to discover one of the parking brake shoes lost its pad.
Anyone who has replaced the parking brake shoes, is it really required to remove the rear...

Bingo, that box is just a universal light kit. What the original poster asked about and what I posted an example of is a light bar which mounts between the outer fender humps and allows any light setup to be mounted.
Thats pretty much what I'm doing, though its going to leave me with a 7 and 4 pin plug on the rear at all times rather than just the T-One's 4 pin.

I've got the PIE unit which converts the CD changer input into an RCA jack. Kind of bulky looking but fit behind the head unit/center dash cover without issue.
