Help! Working on 02 Jeep Liberty Sport upper control arms

Was almost done with the new control arms and this happened...
Any ideas on getting it back together? (The rubber piece back under the metal piece)

Have never removed that to install UCAs but with a small amout of lube it wont slide back into place ? Is it binding or whats keeping it from sliding ?
