clear coat on a flat paintjob?

is it necessary? i am going either flat black or gun metal after inspecting my paint and removing the liberty emblems.

It will then be shiny and not flat.Modern 2 stage paints jobs are the same way,the base coat(the color you see) is actually flat or semi-gloss and the clearcoat sparyed on top gives the shine.

so are flat jobs hard to maintain since they dont have a protective clear?

You can buy a clear top coat in varying percentages of no gloss, low gloss, semi gloss, etc.
It all depends on what finish you are after.
It is still a base coat clear/coat paint job.
Dupli colour is a company that sells it at automotive paint houses and the finish is made to order and is considerably less expensive.
PPG paint can also be mixed to your specification.
I used PPG base coat/clear coat on one of my classic Mini's and had a custom mix low gloss for fender flares and hood scoops for example.
But you can also spec out a true "flat" finish base/clear coat paint.
