What is this hose? Should it be hooked to something?

With as much time as I spend under my hood, it seems I can't go a month with out discovering something I think I have never seen before. I was refilling my washer fluid today and noticed a hose that was not hooked up to anything under the battery tray by the horns, and it looks like it's been moving around enough to wear the paint underneath it some. It looks to go under the oil filter. I tried googling, and couldn't find a answer. Here are some picts:

I zipped strapped mine as seen in pic up high.

I'm missing that corner of the fuse box/battery tray. Cracked off with some sharp edges that I discovered when I went to find the horns.

Maybe it's time to visit the pick and pull....
