I think you have a fuel system issue. The first place to start is as tjkj2002 said.

I could/could not be.I'm just going off what I would check first regardless of past work done.I had a '96 Turaus and it would take forever(cranking) to start,it had low(1-2 psi) fuel pressure but after it started(30-45sec of cranking) it had normal fuel pressure(45psi).$130 later for a new fuel pump and all was well.He had the fuel pressure tested and its checked out fine so its probably not that. Since he also smells gas thats probably not the issue.
Its got to be something with the air(dirty intake) or something is wrong with the firing. Hes changed the spark plugs so those are good.
If no one thinks of anything here maybe we could post up a link on lost to get some more opinions???
02 Liberty Ltd. 75k miles. Always used 93octane fuel but recently switched to regular since gas prices skyrocketed and manual says it only requires 89 octane anyway. Starting problems and hesitation on highway when letting off the pedal. Put in fuel injection cleaner and back to using 93 octane but problem still persists. Had tune up around 45k miles. Any suggestions???
