So I have a 2008 Jeep Liberty and the 4wheel shifter says 2hi,4hi,N,4lo. When I pull it to 4hi it says partime. Is this normal? If not how do I get it in 4hi and out of part time?

Your transfer case is not a full time transfer case. If it was. It would have a full time Position. And would go like this. 2wd,4hi part time , 4hi full time, N, 4 low part time. Yours does not have the 4hi full time position. So It is intended to only be used on snow, mud ,or other loose surfaces.
