Probably need to take the bumper off, and then undo it from the the bumper.

Or just pry it....see what happens....:p

I tired!! It broke the head off one of the rivets and idk if i cant get them from a parts store or not?

Well i just checked online and one part store has them...so i may go pull it off really quick...but do i need to light sand it b4 i paint it??

Just sand it with some light to medium grit sand paper....then bed line it. It'd be very practical.

Before you sand it, make sure that you use a paint prep cleaner to remove any silicone that is used in just about all bumper dressings/waxes. Silicone is a painter's worst enemy. You will never see any silicone based products in a body shop. Hope this helps.
