The A/C compressor pulley repeatedly starts and stops when the engine is running.

From the driver's seat, I can hear the pulley starting and stopping.

Is this normal or should it be replaced?

Can I replace only the pulley or do I have to replace the entire compressor?

This is normal.

Nothing to do with the pulley.....the AC Relay energizes the AC clutch.

Some owners have worked out ways to disable this on/off cycling off the AC....does not worry me!

You could fit a separate switch to drop power to the AC relay so that the AC cannot run at all with this switch in the OFF position but it may cause problems in the long run.

& the 2004 Panel has 3 vent modes where the A/C compressor will not run. Also off mode.

On my '05, the compressor does run in feet only (position #3). Pretty irritating, actually.

If it's constantly turning on, off, on, off....you could be low on refrigerant.

My two 05 Liberties are the same as yours, this is normal. In summer the A/C will cycle when mode selector is on foot even though the A/C button is not turn on. In order to stop the A/C clutch stop cycle on, off , on, off, I directed the mode to vent selection.
