No. You need a lift for those to fit. 245 70R16 will fit perfectly however, on lowered as well.
If you buy a lift, you may also need to bang back the pinch weld, and bend/cut a little bit of plastic so the 245/75s won't rub anything after the lift kit. I went with 245/70 because I didn't want to do any of that. \

Yup, I have a pre-lowered '02 and even with a lift they still rub.
