04 liberty no crank issue

Here's what I did after 04 liberty wouldn't start. All power worked except gas guage. No crank issue.
Checked every fuse in both panels
Checked and replaced all relays with known good ones
Checked amp and voltage on new battery
Removed and tested starter
Replaced key actuator
Replaced and flashed pcm.
Dealership said wiring issue? Said run new wire from key switch to pcm but they won't do that? Wth?
Any help is appreciated. Desperate.
Also I'm a car guy, not an idiot but 600 miles from my friends car and trying to help her out. Dealership has 3 days in it now. Pls help me. Seven 06-392-258o call if u gave an idea. Working in real time.

As stated...does it start in Neutral instead of Park?

Check fuse 8 (40 A) in fuse/relay box under hood (Power Distribution Center) PDC.

Make sure Jeep is in Neutral or Park so you do not run someone over! Remove Starter Relay in PDC box.
Identify female pins 30 and 87 inside relay socket and briefly jumper them together...Jeep should turn over (if fuse 8 is OK)... and if ignition is ON should start.
This procedure over-rides the ignition switch, the actuator pin, the Park and Neutral Interlocks and the Starter Relay.

Check grounding straps grounding engine to chassis are clean and tight...starter motor picks up ground this way.
You can clamp one side of a thick jumper cable to negative terminal of battery and other side of this thick cable to the Starter Motor body.

Check negative battery lead going to chassis is clean and tight both ends and positive connector is clean and tight.

Download the KJ Service Manual here...includes wiring diagrams. 2004 not listed so use 2003 KJ manuals.

You will see that pin 86 on the Starter relay should get +12 volts when turning ignition to Start.
Pin 85 should go down to ground if the interlocks on the transmission/transfer case are working...you can try jumper pin 86 to ground but make sure you are in Park/Neutral before starting as you could run someone over!

My understanding from what I've read is that it's not turning over. Is this correct? Fuel pump would have nothing to do with it not turning over. The neutral safety switch is a really good idea to look at. And also the gear position switch in the console. If it's not detecting it in park or nutritional it won't start
