I belive it is I have run the 245/70 16's (31.6") on my stock wheels then went to3.5" lift and ran 265-70 17's they fit with a little trimming but reduced the power. now on 15x8's w/ 31x10.5 at's no rubbing :) and power loss issue resolved. need to re gear for 31.6 and up tires

Also depends on age, mileage and sag
I've had them in here that are an inch to inch and a half below new stock height so then most any tire may rub

245/65-17" = 29.5" DIA 9.7" TW (+.5" DIA/+.4" TW over stock)

Will this fit on a NON-lifted 17" Wheel 2007 SPORT Liberty:

255/65R17" = 110 640/A/B 2,335 7.0" - 9.0" TW = 10.2" OUT DIA = 30.1"

Doubt it will without rubbing.
7 year old suspension will have sagged some
Post up measuring middle of the wheel to bottom of the flare / left front.
Then we'll know how much your suspension has sagged
29 inch tall tire would be ok
