It is the power steering pump folks. I changed my starter thinking it was the starter when it was not. Make sure you dont have anything but ATF +4 in your power steering pump. I flushed mine and the problem slowly went away.
When you first hear it, crank your steering wheel one way or the other, you'll notice the sound changes with the stress on the pump.
