rust up around third brake light area

If it feel solid from the back, I'd sand it down to bare metal and use some self etching primer and a few coats of rustoleum paint. Or maybe wait till someone more qualified than I.

I have to check from the back to make sure. If it hasn't gone through, I have the materials. I don't want to start sanding to find out its gone completely through.
