What is the best one to get so I don't have to touch it again for 13 years/167k miles?

Mines done that on my 05 since I got it in Dec. Did it on the testdrive and I used it to get some money off. Steering feels great but there's a brand new aftermarket pressure hose on it and the original pump. So I thought it might be that and picked up a new Cardone that looks just like the factory one but haven't tried it yet so can't recommend. Seems to be worse when it's hot. Might put a Mopar hose on too if I ever get around to it.

Mine was always a bit whiny but got worse after a new steering rack and a new high pressure line last fall.

I was looking at a Mopar parts diagram and it made it look like it came without the pulley and reservoir...I'm ok with that but it does include the reservoir? What about the pulley? Does the pulley just bolt on or something?

Yes comes with reservoir and pulley just goes on easily, they have great instructions and bolt etc included , literally takes a few minutes

The Mopar one on rockauto is a reman, but the Mopar parts sites didn't specify.

How much is the reman Mopar one? Id been looking at a NAPA one or a Crown one from Amazon - both around $90 - but I get $10 back for the core at NAPA. Curious to see which is cheaper. I have never had issues with NAPA parts, but Ive never had anything other than rubber molding from Crown.

About $150 for the Mopar one...
I've usually had good luck with Napa parts but it was either Tommudd or tjkj that said their PS pumps are junk.

I got the new Mopar one in the mail today, there was an orange plug at the bottom and it came out when I took it out of the box (stuck to the cardboard), some oil dripped out. Is that oil just left over the from the manufacturing process?

They add some oil before shipping to keep rust from forming on the inside and to keep the seals soft.

All parts like this come that way,remaned or new since they have no idea how long it may sit on the shelf.
