How do I remove the rear bumper scuff-plate(s)?

If you have the whole bumper cover off you can see the clips on the back of the cover.

So it's necessary to remove the entire bumper-cover before removing the scuff-plate?

You don't have to have the bumper off but it is easier to do that way. It snaps into the cover with plastic teeth and it is more likely to break them if you don't take it off.

with the cover off you can see what you are doing to remove, without taking it off I'll bet you break most of them
