Cost saving measure I am sure. They don't cut the hole, but you can see in the stamping where it should be. I chipped the textured crap off with a chisel and cut the hole with a Dremel. You will want to drop the tank a bit as it is right up against the floor and is easily cut or drilled.

It looks like it is cut and has screws holding it in under that hard sealant on mine.
