Cost saving measure I am sure. They don't cut the hole, but you can see in the stamping where it should be. I chipped the textured crap off with a chisel and cut the hole with a Dremel. You will want to drop the tank a bit as it is right up against the floor and is easily cut or drilled.

It looks like it is cut and has screws holding it in under that hard sealant on mine.

I am getting a message on my dash that says gas cap loose and I know it’s indicating a vacuum discrepancy thanks to the fabulous environmental protection agency in there. Hyper responsibility to worrying about stuff. We actually pump out of the ground and as part of the ecosystem in the first place, but I digress I’ve replaced the gas cap as well as some of my emissions components in the engine compartment. I’ve checked all the hoses by removing them and flexing them repeatedly in multiple directions to look for cracks, and none of the nipples appear to be broken and I’ve replaced the gas cap itself with a Factory gas cap and I’m still getting the same indication I’m beginning to think that the gas tank filler assembly between where you stick the gas pump nozzle in and the gas tank may need replacing and I’m wondering if anybody has had any experience with troubleshooting this part of the system or if you have any other suggestions on where to look for the problem. Thank you to all who reply!!!
I have had the gas cap message as well on my 2007. I replaced the gas cap, purge solenoid, evap canister, fresh air filter and smoked the system two times. Both tests showed no leaks. After the second smoke test, the light went out but filling the tank was a very slow process unless I disconnected the vapor lines from the purge solenoid. Eventually, the light reappeared and the tank could be filled normally without disconnecting the lines from the purge solenoid. There is a flow management valve that has a line that runs from the valve to the filler neck and is located on top of the tank that I suspect may be the issue. It is not sold separately and is part of the fuel tank which is no longer available. I have been unable to find any explanation of how this valve works. My guess is that it vents the tank when filling with fuel since it doesn't seem that the vapors from filling could be vented to the canister since the engine is off. If it is malfunctioning it could be venting all the time which is causing the gas cap message? This is all speculation. Anyone know how this valve works? Thank you.

I’ve noticed that component and you were right you can’t get it without the gas tank. I have no idea how it works or if that could be the problem. I’m curious to see if we have someone respond to this. That knows I am, however, going to replace the entire filler neck assembly they are no longer available, but I found one on eBay. It’s significantly expensive but I own this vehicle intend on keeping it for a long time so I went ahead and invested in the money as long as I’m going to have the gas tank down, I might as well yank the filler assembly out and replace it as well. Friggin EPA!!!!! Oil is already part of the ecosystem. We pump it out of the ground. We do not import it from Saturn. It does not come from another dimension. It is part of our ecosystem as the Earth exists right now while I’m not in favor of dumping oil on the ground or burning gasoline and open fires, I think we’re a little bit hypersensitive to emission issues when it comes to our cars One volcanic eruption next to an oil field will diminish all human emission contributions to a micro percentage of what’s out . Over it!!
