Fuel pump CPS question on '06 Renegade

Just bought an '06 Renegade 6 spd yesterday for $800! Owner said it needs a fuel pump because "the rail isn't pressurized". I was wondering if a bad CPS would cause the pump not to turn on.

Might check the ASD relay first. In the Power Dist. Center under the hood. Switch it out with a similar relay and see if it pressurizes.

The fuse could also be blown as well.
