Just wanted to verify so I don't have to take everything apart 2 times unless I really need to. I wont have my front bumper/winch for a couple more months. I have the OME 927s coming in the next couple days. I also have boilers 3/8 shims.

Without the extra weight from the winch/bumper would it be safe to add the springs and shims at the same time? Or will I have to let the springs settle then add the shims so it stays under 23.25?

Yep like Ry stated you'll be fine
as a matter of fact you can even add more if you wanted to
The lifts I do I use JBA 1/4 inch top plates and a 3/8 inch clevis with no problems at all. Puts you right about 22.50-22.75 before it settles
Good luck
