Is the piece of hardware that attaches the KJ fender flare to the body and to the front bumper fascia a 'blind rivet'? Is a special tool required to insert them ?

No, what I'm looking for has a center pin that fits in the middle of a round disc and the legs 'star out' when inserted to hold the flare on the circumference of the wheel well....

I think anything that fits and looks right is fine. I've read where some people bought a pack from Harbor Freight and had them work. The size is the important thing.

Yup, harbor freight tool works for attaching the flare to the inner fender. Comes with assortment. The plastic piece that holds the flare to the body are different but available from Amazon for about a buck apiece.
