so im sitting at about 17.75 in the front and 18.5 in the back for sag. i was looking to lift in the near future so is it safe to say im going to need new shocks all around with the amount of sag i have or would i be good with just new springs?

Shocks and springs are a good idea , I've had new shocks with the same sagging ride height because the springs were worn out.
You can test the shocks with counting the number of bounces it takes to stop. Odds are if there original they are shot.

I don't know if there is a set that fits the KJ but monroe sensa-trac load adjusting shock absorbers can help lift a sagging suspension. They are a shock absorber with a spring around it, kind of like a strut assembly.
Work great on a old Cherokee with sagging rear leaf springs and they make them for newer grand Cherokees as well.

You need both
shocks do not lift , they only control the " bounce " when going down the road
springs give lift and hold your vehicle up at a height that is either determined by the manufacturer or when lifting,....by you!
At 17.75 you are 1.25 inches below stock height so ride and handling has to be very bad although you may not even realize how bad
OME springs and shocks best buy

I am at 18-5/8 in the front and am in the process of lifting as we speak. My jeep is one of the pre april so it started a little taller.
