Broken Fuel Filter Ground Wire????

So here goes, I have a 02 Limited 3.7 4x4
While replacing the rear diff speed sensor I noticed that the "Possible" Fuel Filter Ground Strap was just hanging there.
Ok, I think it's the fuel filter ground strap ???
One end slips onto the Fuel Tank Strap the other end I have no idea where it connects to???

The service repair manual shows the fuel filter but not the ground strap.
It does tell you to disconnect the ground strap from the fuel tank strap before removing the fuel filter.
It also shows a fuel filter mounting nut, is this where the ground is suppose to connect?

I seen an aftermarket fuel filter that looks like it has the strap welded to the bottom of the filter???
Does anyone know for sure? I really need some help with this and would be very thankfull if anyone knows.

I was wondering if I could solder a clip onto the broken end "temp fix" and attach/clip it to the fuel pump mounting bolt.
That bolt/nut is awful rusty and I'm not sure I can even get it off.

Any help is greatly appreciated.
