Bad power steering???possible leak

So my jeep has been in a wreck previously and I believe after is when my steering started going off.. When I drive above 60 mph my car begins to shake and swerves side to side and I have to grip the wheel so tight to try to stay in my lane...I know. Really dangerous! So also when I turn into a parking spot or turn sharp to reverse, my car is grinding and makes awful moaning noises! I thought it was just rubbing against my tire or something but I checked tonight when I heard the noise and my passenger front tire had this hose hanging down(obviously should not be hanging) and I'm not sure what resovoir is in that general area but I can see that also. I have NO clue if this is my power steering hose hanging down because it would make sense with my car driving really weird.. And when I park I notice a leak coming from that same area. I attached two pictures of what I saw hanging down. If anyone can tell me what this is I would REALLY appreciate it as I am 19 and cannot afford a mechanics help..thanks guys!! If it helps I have a 2005 jeep liberty.

What you see there is the washer reservoir
It appears that the bumper etc is pushed back far enough that the tire has rubbed a hole clear through the inner fender in that area
Shakes etc after the wreck could be caused by tires improperly balanced , something bent in the front suspension etc
Your tires look like they are quite worn down so could be on of them being bad as well
