The clutch (?) cycles on and off frequently (it spins for about 5 seconds then stops for 5 seconds).

Is this normal?
If not, what do I need to replace and how?

Clutch does cycle on & off. They cycle a lot when its warm out, or in high humidity areas.
Temp probe the driver's vent in re-circulation mode, set to cold, to test if system is within rated factory parameters.
This should help..

The compressor wont engage when set to only vent modes.

5 secs on, 5 secs off is short-cycling.

You're probably a little low on refrigerant, but you need to check the pressures with gauges while running.
