02-04 Fog light problem

I installed fog lights on my 2003 Liberty. everything went fine. but my fog lights only work when the headlights are on. when i have the parking lights on, the fog lights wont work when i have the switch on or off. but the light on the gauges comes on saying they are on. its kind of confusing. but if anyone can help......HELP!!!
