    I agree. Tap on the cats with a rubber hammer. Get dirty. Watch a u-tube video on how-to. Could be dead after 18 years, I do not know how and where yu drive (sea water, deep rivers), so I assume nothing.

    The vacuum system is easy to diagnose using a hand vacuum pump. You can rule out canister, lines until the last thing (always the last thing) does not hold vacuum or else solenoid does not work.

    Are we leaking fluid? Look AGAIN to rule this out. Check level AGAIN, it never hurts. If you changed the tran pan (you did not say you did), the newer pan may be deeper and require more MM on tran dip stick to be at same level. Just my 2 cents.

    I hope you are using a factory original dip stick. Then yes, it is to be trusted for level, and hope the ****** is ok. Always use OEM ATF-4 fluid.
