My jeep has a "pop' when turning the steering wheel. From all the way right, turning it all the way left it will pop about 3 times, then 3 times again when turning all the way back right. Does it while parked as well. I know the drivers side upper ball joint is out. Any tricks to telling if this is it? Or maybe Rack & Pinion?

First fix the drivers' side upper ball joint.

You may need to lift the front wheels off the ground and climb under the Jeep while someone turns the steering side to side.

I had the small roller bearing that sits on the top of the steering shaft fail...made the steering very tight and made funny noises. Dealers do not cover this bearing but sell the complete steering assembly for a rediculous amount....I bought a replacement bearing from a bearing supplier for about $2.60....probably not the same as your problem but could be this or the lower steering column bearing or the steering column Universal Joint failing.

bad ball joints will pop like you are explaining also upper strut mounts, if frozen, will make the springs "pop" because they are actually being forced to turn in the spring seat.

Tommudd, I just went out and looked at my kj and your right these are not Mcphereson style struts my bad. Owned it since march of 03 and never had the need to look ;-) so no more strut mount comments from me but I stand by the ball joints making a popping if they are bad. There was a recall on them on the 03...that I know for sure.
