steps:
thoroughly clean and degrease
chip off all flaking clear coat.
sand those areas with 80 grit to take down the ridge where the clear coat is,
sand with 320 to take out 80 grit gouges

thanks, wanted that renegade look, really wanted to mask the edge and leave it aluminum, but too much damage from wheel weights through the clear coat

Looks good.
Did you use a clear coat?

I love Duplicolor's graphite color, but it isn't the toughest paint out there. Mine are showing some chips and flaking around the lug holes after about 18 months.

My wheels are steel (not sure if the paint will hold better to aluminum) and I didn't use a primer (maybe I should have) I also did only 1 coat of clear (probably should have done more)

I've been touching them up along the way, but if funds are available next spring I will probably powdercoat or Duracoat them.

no clear, i figured that way i can touch up without having to strip the clear down, i got probably 3 good heavy coats on, plus the self etching primer had 2 or 3 coats.
