wheel related whine

when taking off from a stop or at slow speeds there is a whine coming from both front and back wheels. No noise from engine when in neutral so i think its wheel related. Possible hub/bearing issue ? no abnormal play in wheels when jacked up

I had something similar and it ended up being the brake pads and rotors. There must have been a burr on the pads, or the grooves worn into the rotors rubbed just right to cause a long and annoying squeal/whine/chirp depending on speed and whether I applied brakes or not.

I'd check into that. At minimum, pull them apart and inspect/lubricate everything. You should be able to check wheel bearings at the same time.
