vacuum line

Hello fellow forum members.
back in November, I purchased an 06 KJ .
Brought it for my Daughter to practice driving and also because
I got her hooked on Jeeps by taking her to look at a used one for sale
This my first time Jeep owner/driver.
I felt the car needed a little tlc, engine sounded
strong, but drive train felt a little sluggish, front
felt like it needed work nothing major I thought.
I did fluid changes except engine oil. (was already done.
She began to feel better.
fast forward some months suspension body
she is good. So i was doing the sway bar bushings and links
when i noticed what looked to be a vacuum hose just resting
inside the bumper housing, coming from the direction of the
oil filter. I need your help. anyone know what that hose belongs
and being it is coming from the engine, where does it connect to?
FYI, in drive the jeep had a bit of a low whine when starting out.
I closed of that hose today and it seems that whine is now gone.
Any help and pics if possible, would be greatly appreciated.

Suspension is good ???
Never seen one with a good suspension before ( and I bought a brand new one in 04 )

And yes more than likely front diff breather tube
