Steering question?

I have a question about the steering?

When you jack the entire front end up should you be able to grab one wheel and turn the entire rack i.e. both wheels at the same time with ease? I just replaced my rack and pinion a few weeks ago and am having the loose steering again. It drove great for for those few weeks after but now it is doing it again. I know I need new coil springs but I wouldn't think that would cause loose steering.

no but bad ball joints and bad struts will
