Here is what I did..

Just used grafitti remover, spray type. One big mistake that you should not do is trying to clean it while it is on the wheel. Remove the cover and put it on a concrete floor and spray a tiny bit on your used rag, be careful not to get on your hand and wipe it off. It wipes off without a struggle and cleans as if it was a recently dropped egg on the floor. Depends on your cover, and remember to test on a part of it to see if cover can take the spray.
My rim was damaged a bit when the spray apparently traveled through the cover and hit the plastic covered rims and caused weird spray stains.
