rear brake caliper backing plate nuts

I am installing a Dorman split backing plate to replace the rusted out one on my son's 2003 Liberty. I can't get a torque wrench in between the hub and rear axle housing. Do most just wrench tighten them? I'll use Blue Loctite.

I never used one, but I’d go German torque...goodntight . I’d use red loctite on them, not blue. Unless the nuts are ny-lock, then probably just put them on dry.
