Trying to diagnose this, I don’t own an ohm meter so I may be shopping soon. 2005 Limited with power front seats. Both seats are dead, I changed the circuit breaker that sits on the inside of the interior fuse panel. From research it seems the top right breaker was common to go. Put in a new one but nothing. Hopefully I’m looking at the right breaker but need more options.

I changed #4 on this diagram

Looks like the correct breaker.
Gets its power from Fuse#3 50 Amp in the PDC under the hood.

You will need a cheap Digital Multi meter...no need for fantastic accuracy!

In trying not to sound naive where would I be checking and what settings would the meter need to be on, assuming simple 12V setting.

DC voltage.
One probe to ground and one probe to the fuse.
There should be two small exposed area on the fuse housing with the amp rating printed in the middle, in between them.
