No, the conical seat lug nuts make them lug-centric. The center hole is not a precision fit.

While you are correct, every wheel is centered with the lug nuts. Hub centric generally refers to anything with an OE fit where the rim is more or less at the hub. When you get the multi fit tuner rims, that require hub centric rings they are not considered hub centric.

The "hub centric" fit helps with vibration, but does not support the wheel itself, that is definitely done by the lug nuts. "hub centric" wheels also make it much easier to line up lug nuts or lug bolts (euros are pain without the rings)

Duallies, and lot of ford pickups, and toyota trucks are centered on the hub only. Aftermarket wheels on these usually requires going lug-centric with different nuts.

I hate doing dually rear wheels..... sooo heavy :(
