how do you know when you have sanded enough?

i feel like i am sanding the same spots over and over again. how can you tell when an area is sufficiently enough to move on?

also, whats the best way to sand in those little grooves and hard to get at spaces; like around the windows and door handles?

Do you have a dremel? I used that for my hood louvers.

As for how much to do, a propainter told me all you really need to do is take off the the top layer but I took off a little more to be safe. I did not prime mine afterwards but I was using bed liner. Also, once you are done sanding make sure that you wipe the area off with a cloth that is wet with lacquer thinner or mineral spirits. I know when I did that I was surprised how little the sanding did so I kept going until I was sure it was roughed up enough.

**I am no where near a pro-painter though so take my advise with a grain of sand. :)
