How do I attach a soft roof pack?

So I get this soft roof pack on e bay, it comes with a harness that apparently attaches over the pack (I think!) but for the life of me I can't figure out how to attach the harness to side rails. Should I make a knot? This seems kid of half assed to me....I am sure I am missing something here....

So ok, once you all stop laughing....please tell me what I am missing..

usually most rack packs have a draw-tite sort of mechanism that will allow it to attach and be tightened. don't just tie a knot... unless you don't care what is up there and/or having it when you arrive at your destination
