Evap code 499 Liberty Limited

I am trying to figure out where code 499 came from. I have been dealing with electrical issues, and got everything straight. Then, out of nowhere, I get this code. I ran a bidirectional scanner, and tested the solenoid. I heard it click, when I commanded it to do so. Then I was going to run the evap cycle testing with the scanner, but thought I'd read up on it more before I do something I shouldn't. In any case, I recorded the sound is making, while running, and the sound it makes when I turn it off.. it's definitely in the evap system, just not sure what it is... Any insight?
I checked under, where the canister is, but didn't see anything obvious. It definitely smells like gas under there, but can't see any visual areas

Not sure if this will help - I was getting a code (I forget the number) related to the evap system on my 02 and a constantly clicking solenoid (but nothing like the sound I hear from yours) - turned out the hoses around the evap canister under the rear of the vehicle were rotted out and leaking which wasn't allowing it to hold a vacuum.

I saw just that, today when I was checking it out. The hoses all look pretty bad, and it smells like gas back there. Im getting a 430 code too,and I think they may tie it together. Unfortunately, I'm not sure exactly where the vent valve is. I think it might be up by the filler tube ... I just ran across a video replacing one on a GM. I think I saw something that resembles the one in the video. I'ma check it out in the am .

Not sure what year yours is but things may have changed a bit through the years of the KJ. The purge valve is up in the engine bay to the right of the battery. The leak detection pump should be in the rear somewhere between the gas tank and the vapor canister depending on the year. It should be easily accessible from under the vehicle and I doubt it's up by the filler tube. (Google those and look for the 1aaauto.com videos) Before you try replacing either of them or the vapor canister I would address the rotted out hoses and hopefully that fixes the issue. I cut a piece off one of the rotted hoses and took it to Autozone and they sold me the correct ID fuel hose - it comes by the foot so measure what you think you need. I only replaced the hoses in the rear of the vehicle - everything on mine was in good shape between the vap canister and the engine bay.
