So for at least the last year the Jeep has provided a smell of coolant through the vents when turning on the heat. It doesn't last but it is definitely noticeable, however the heat still cranks just fine. I read up and also noted that the interior windows seem to get somewhat of a foggy film on them after awhile.

So bottom line, am I looking at a heater core? There are no leaks, the heat works fine, it is just the smell and some film after several weeks on the interior windows. I'm wondering if a flush would help at all because I'm not sure how to properly diagnose if it truly is the heater core.

I'm not unfamiliar with taking apart dashboards and such although I know it will be time consuming to do for replacement, but can anyone advise on how else I could be certain this is my issue?

Unfortunately all of your description points toward a small leak & a core replacement.
Remove the dash end side cover & take a whiff, inspect for leak/wetness.
Pressure test the system and see if it holds.
Flushing at this point, may make it worse.
A stop leak is not something I would want to add/try either.
Proper repairs with new Hoat is the best route.

Got my dash out in 45 minutes with help from pops. Granted I had the center console and seats out

Figured it was going to have to be done sooner or later before a catastrophic failure. I should probably get on it before the winter too.

Next question is the cost, I see them going anywhere from $20-$300 for the part on RockAuto and Advance Auto depending on the brand. Then Mopar has the OEM for about $125. Suggestions?

I'd just go Mopar if since it's within the price range of others.

I believe I got mine from Napa or advanced auto with a limited lifetime warranty.
