Jeepers Kreepers

Hi, I have been lurking now for a few months. My sister has an 06 Libby Limited with 71,*** miles on her. She is the orginal owner. She decided she needed something bigger and is picking up a 2016 Explorer either today or Monday. I decided to buy the Libby off her for the price the dealer would give her in a trade in, which was $5,000.
She just told me yesterday that she noticed that it is making a noise when she turns left. I picked it up from her today and test drove it there is a noise that occurs when turning left. It's coming from the right side and sounds almost like a rubbing tinny sound. Hard to describe so I am uploading a video to YouTube. The sound also comes and goes when driving. I jacked it up and climbed underneath and used silicone spray on the swaybar bushings and all the other bushings. It didn't seem to help at all. I checked the brake shield and its not rubbing or even close. My thought is it might be the wheel bearing. If it is, how hard are they to replace? I researched a little last night and saw to go with Timkin (I think that was the name).
I also noticed this hose coming off the radiator looks like its coated in oil, is that normal?
The handling feels sloppy, but was planning on putting the OME lift on it to firm it up. The Jeep is going to be used as my winter car, so down time right now for repairs isn't huge. I don't have much auto repair experience but since it's not my daily driver, I am willing to attempt the work. Please advise if it's something really serious/expensive?

Thank you in advanced!
