boot above front axle

I was looking under my kj this morning and noticed above the front axle a thin bar with a boot on it. On the passenger side the boot appeared normal. on the drivers side it appeared pushed back and twisted. What is it and can the boot be replaced?

Maybe a CV joint boot, is it connected to the diff? Then into the hub? If there's no grease around it, I'd leave it. If so, I think a boot from a GM truck (want to say the S10/Sonoma/Jimmy/Blazer etc) might work, thought I read something about that. But if might be trashed anyway, a new CV for that side is about $50.

Small bar above the front axle could be steering rack outer tie rod boot. I think pictures are in order to help you out.

the manual called it a tie rod boot.

Yes inner tie rod end, I would say from the looks of it that its toast anyways so replacement is needed.
Need to clean under there more as well
Boot should look like this , looks like clamp came loose a long time ago

Looking at the pictures its sitting way low as well

I agree. I just got it in march and havent had time
to clean the undercarraige. And it does need new struts and i want to put new coils in
