Since our 05 Liberty was brand new, the A/C Compressor cycles On/Off when the AC or Defroster are switched OFF.

WHY is this happening and how do I stop this behavior ?

Contact dealer for service dept's "known issues list" they may have an answer worth posting back.
Mine stays off unless I want it to engage by cold or defrost settings.

Is the engine running?
Has the engine just been shut off?
Be more descriptive please!
Engine running. Most noticed while engine is idling.

You can hear the compressor cycle On and Off just like when the AC is ON. AC/Defroster definitely NOT on.

Normal for later years of KJ's.
Why does the compressor NEED to run when the AC is off.

This causes unnecessary wear and tear and lower MPGs.

How can I get the compressor to turn OFF when the AC/Defroster is also OFF ?

You need to tell us what position you have the selector in. On the 05+ libertys, they made it so the A/C runs with in the floor position, floor/defrost, and pure defrost.. You can fix this by viewing this thread if you like:
Floor position.

Thanks for the thread. Great info.
