02 liberty seat has a gangster lean

I just rode in the passenger side of my liberty
and noticed that the inside back of the seat has a lean to it
like it dosent lock.
when i recline the seat as far forward as it will go it locks and no longer leans

IS this a common problem/ easy fix?

probably not an easy fix. if it's not locking in a few positions, it could be either the gear like teeth on one part are broken, bent or worn, or it could be the pawl on the other part is worn out, either way, you are probably looking at replacing the seat, but maybe it's something simple, something in there binding things up so the pawl doesn't engage the teeth
