The only way you stand a hope of finding this leak is by doing a smoke test. A message that fast indicates a larger leak and should show up easily with smoke. A few decent you tubes aboutmaking your own cheap version.
Occasionally, you can get an e-torx out with a similar sized 6 point socket. Might have to go SAE if a metric will not fit. 6 point only, impact (heavy wall) preferred.

A sticky bendix will either / not engage, do all you hear is a whirr. Or will not disenegage / centrifugal force throws it home once the engine rpm is faster that starter. If it does not disengage , your jeep sounds like a thrashing machine.

Key to start - starter cranks
Key released to run - starter still runs, or , starter stops
Off - all stop.
I am confused on step 2 - when you release the key from start to run - if the starter is still engaged, most likely a bad ignition switch.

Maybe one of the shims got mislaid and the new plate did not have the correct air-gap. I lost one real thin one on my 06 and had to make do with a brass washer from a brake hose kit.

I am conservative when it comes to repair. Not much on firing the parts cannon without knowing what i need. I will test the issue until i know for sure. It could also be the evap can. I do the smoke because it is very obvious and tests the whole messy ststem in one go.
