If we buy a buy a replacement bumper, Do we have to buy a replacement bumper that is rated for 2 1/2 or 5 MPH by the Highway Safety Admin?

If your talking about a "factory" replacement bumper cover, there is no impact absorption. The impact absorption is from the metal reinforcement behind it. The cover is just for ascetic purposes.

I was asking about an all steal replacement bar bumper or push bumper.

Only bumpers that are rated is the ARB, its tested and approved with crush points manufactured into it
As far as if you have to , depends on your state.

Thanks Tom! As far as I know NYS inspection doesnt check for safety rated bumpers.
