trim work???

I need to trim my wheel wells in the front where the fog light are, and trim some off the inside of the fenders. My question is, If I cut off the two bottom rivits, will this cause issues. Also, will there be any moisture problem once the wheel well is hacked on??? I tried to add a picture, but the ************* wont let me!

When I trimmed the front bumper on my '05 Renny I cut just above one of the rivets leaving quite a bit of plastic flapping in the breeze.
I fixed that with a 3/4" stainless sheet metal screw that reattached the wheel well liner to the flare....(one on each side did the trick)
