Question about parking brake.

Hello folks,
I have a 2007 Liberty that I bought used and have had now for about a year and a half. Recently, I noticed an intermittent scraping noise that seems to be caused by the parking brake assembly.

When I bought the vehicle both rear brake calipers were frozen (which I managed to unfreeze with solvents) but I figure the e-brake assy is probably rusty and gutted by now.

When I took a look at the rear axle it appeared that the parking brake is limited to the left wheel. Is that true?

I am by no means a 'real mechanic' but you could call me an 'advanced hobbyist'.

Like Tim stated, both rear brakes have in-hat rotors for the parking brake. My guess is when you look at them you're going to say wow I should've done this sooner lol.. that was my reaction when I saw mine and they barely made any noise at all..
Only 02 have rear drums for the parking brake, 03-07 use the style yours has
