P1491 CEL Code and I am starting to get bruises from facepalming.

As the title says, I got a p1491 CEL code.

The fan never turns on regardless of temperature, AC being on, etc.

The temperature gauge has gone over the normal midway mark and the AC is no longer cold, but isn't as hot if I'm driving fast.

What I have done to no avail:
replaced the relay on the inner fenderwell.
switched the 40 amp fuse with another 40 amp fuse.
replaced the wiring connection by fan with a direct wire to wire connection.

If I run a wire from the positive terminal on the battery to part of the exposed part of the harness where the connector used to be the fan turns on properly.

Please for the love of God save me.

Latest update-

I decided a tactical pause is the best course of action on the fan business, so I just ran a circuit with fuse/switch between the fan and battery to the inside of the Jeep. In my head this will allow me to turn the fan on in instances of emergency until I can actually fix the problem.

I thought the AC would start being cold again with the fan running and I was wrong, the air is as cold as ever. What are the implications of this?

That is the only code? How are you checking code? If you got a relay at the cheapest place,you might want to test or exchange it.

I'm only getting the p1491 code and I'm getting it by turning the key 3 times.

I was hoping someone could tell me how to test the relay and the wires that plug into it.
